Why can’t I access the Google Play Console?

Open Play Console. Go to Developer page. Next to the physical address, type your valid address where you may be contacted . Note that this will be displayed on Google Play.

Open Settings app. Scroll all the way down to find “About phone” (or “About Tablet”) Scroll down again and find the entry with the Build number. Start tapping on the “Build number” section, Android will then pop up a message informing you that in x amount of clicks you will become a Developer.
