A front end web developer is a software engineer who implements web designs through coding languages like HTML, CSS, and JavaScript .

Once you have decent proficiency in JS you should be ok calling yourself a front end developer. In my opinion, HTML, CSS, and JS are the bare minimum of what a Front End Developer uses. As of right now I would call yourself something along the lines of a “Web Designer” or a “Web UI Designer”.
