Which propagation wave provides the best communication in the VHF band?

Space wave propagation mode is used for the transmission of VHF and UHF because UHF and VHF can neither be propagated through Ground waves (due to high absorption in the atmosphere) nor via Sky waves (due to non reflection of the ionosphere).
